A nurse who returned home to Maine after treating Ebola patients in West Africa said Wednesday she wouldn’t comply with a state quarantine, keeping a spotlight on a person hailed by some as a defender of individual rights and criticized by others as risking public health.

Kaci Hickox, 33 years old, said she had no symptoms of the disease and stepped out of her house Wednesday night as the state moved to seek a court order enforcing the quarantine. Health officials had wanted her to stay home until Nov. 10, when the 21-day Ebola incubation period would end.

“I’m not willing to stand here and let my civil rights be violated when it’s not science-based,” she told reporters outside her home in Fort Kent, near the Canadian border. She said she would continue to monitor her temperature and watch for symptoms: “It is not my intention to put anyone at risk in this community,” she added.

Maine health officials had said Wednesday they were trying to negotiate a solution with Ms. Hickox and her lawyers. But a lawyer for Ms. Hickox said talks broke down Wednesday evening and that the matter appeared headed to court.

Republican Rep. Peter King thinks the doctors are wrong on Ebola, suggesting the deadly virus might have mutated and gone airborne in an interview with Long Island News Radio last week.
“You know my attitude was it’s important not to create a panic and it’s important not to overreact and the doctors were absolutely certain that this can not be transmitted and it was not airborne and yet we find out the people who have contracted it were wearing all protective gear,” said King.

His attitude was that it’s important not to create a panic and overreact. His attitude now is screw all that, he’s pretty sure we’re all gonna die. Vote Peter King!
“It’s time for the doctors to realize that they were wrong and figure out why they were wrong. Maybe this is a mutated form of the virus,” adds King later in the interview.
Or maybe the protocol for donning and removing the protective gear didn’t work. Nah, it must be because upon coming to America the virus itself, once exposed to the Freedom in the Texas air, altered its very structure. That is clearly the more plausible scenario, so Peter I Am Not A Scientist just has to sigh and shake his head at all the stupid doctors who do not understand viruses and their transmission as much as he does.
“Listen, I don’t blame doctors or the medical profession for not being up to date on the latest mutation,” says King. “I mean, they should try to be and they should work at it but less I think they should be less definite when they make these pronouncements. That there is absolutely nothing to worry about, this can’t be transmitted airborne, that there’s nothing to worry about.”

The sad part is that Rep. Peter King probably got his own expertise on the Ebola virus and various ways it will soon be killing us all from the same place all House Republicans get their medical news—conservative email chains. That’s always been good enough reason to announce that entire fields of science Are Wrong, especially when there’s money to be made or when a conservative desperately needs to remind his constituents that they are all going to die unless they continue to cast their votes for savvy not-experts like himself.

Doctors Without Borders physician in NYC tests positive for Ebola

New York (CNN) — A Doctors Without Borders physician who recently returned to New York from West Africa has tested positive for the Ebola virus, becoming the first diagnosed case in the city, a law enforcement official briefed on the matter told CNN.

The doctor, identified as Craig Spencer, 33, came back from treating Ebola patients in Guinea about 10 days ago, and developed a fever, nausea, pain and fatigue Wednesday night.

The physician, employed at New York’s Columbia Presbyterian Hospital, has been in isolation at Bellevue Hospital in Manhattan since Thursday morning, the official said.

At a news conference Thursday, New York Mayor Bill de Blasio sought to allay public concerns about the spread of the deadly virus, saying that “careful protocols were followed every step of the way” in the city’s handling of the case. The hospitalized doctor has “worked closely” with health officials, the mayor said.

The doctor exhibited symptoms of the Ebola virus for “a very brief period of time” and had direct contact with “very few people” in New York, de Blasio told reporters.

On his Facebook page, Spencer posted a photo of himself in protective gear. The page indicates he went to Guinea around September 18 and later to Brussels in mid October.

“Off to Guinea with Doctors Without Borders (MSF)” he wrote. “Please support organizations that are sending support or personnel to West Africa, and help combat one of the worst public health and humanitarian disasters in recent history.”

In a statement, Columbia Presbyterian Hospital said the doctor was “a dedicated humanitarian” who went to “an area of medical crisis to help a desperately underserved population.”

“He is a committed and responsible physician who always puts his patients first,” the hospital statement said. “He has not been to work at our hospital and has not seen any patients at our hospital since his return from overseas.”

The CDC had people packing up to go to New York on Thursday, and a specimen from the physician was to be sent to Atlanta for testing, an official familiar with the situation told CNN’s Elizabeth Cohen.

Investigators took the case seriously from the outset because it appeared the doctor didn’t quarantine himself following his return, the law enforcement official said. The doctor traveled to Brooklyn and then back to Manhattan on Wednesday night, the official said.

In a statement Thursday, Doctors Without Borders confirmed that the physician recently returned from West Africa and was “engaged in regular health monitoring.” The doctor contacted Doctors Without Borders Thursday to report a fever, the statement said.

The law enforcement official said the doctor was out in public. Authorities also quarantined his girlfriend, with whom he was spending time since his return from Africa.

The doctor began feeling sluggish a couple of days ago, but it wasn’t until Thursday, when he developed 103-degree fever, that he contacted Doctors Without Borders, authorities said.

The case came to light after the New York Fire Department received a call shortly before noon Thursday about a sick person in Manhattan. The patient was taken to Bellevue.

New York’s Office of Emergency Management was expected to activate its emergency operations center in Brooklyn, with the focus of tracking down anyone who may have come into contact with Spencer, the law enforcement official tells CNN.

Mark Levine, a city councilman who represents the doctor’s Manhattan neighborhood, said earlier Thursday, before news broke of the doctor’s positive test, that city health department workers were canvassing the area, distributing information on the disease door-to-door, according to CNN affiliate WABC.

“The goal right now is to make sure people don’t panic,” he said.

Get up to speed

The health department said a special ambulance unit transported a patient suffering from a fever and gastrointestinal symptoms.

The doctor returned to the U.S. within the past 21 days from one of the three West African countries currently facing the outbreak of virus, the health department statement said.

Bellevue Hospital is designated for the “isolation, identification and treatment of potential Ebola patients” in the city, the statement said.

“As a further precaution, beginning today (Thursday), the Health Department’s team of disease detectives immediately began to actively trace all of the patient’s contacts to identify anyone who may be at potential risk,” the health department statement said.

“The chances of the average New Yorker contracting Ebola are extremely slim,” the statement said, adding that the disease is spread by direct contact with the bodily fluids of an infected person.

Bellevue Hospital is one of the eight hospitals statewide that Gov. Andrew Cuomo designated earlier this month as part of an Ebola preparedness plan, the state heath department said.

Ebola has killed nearly 5,000 people, mostly in Liberia, Sierra Leone and Guinea. But fears about its spread has mounted since the first person diagnosed with the disease in the United States was hospitalized in Texas last month.

Thomas Eric Duncan, who had flown from Liberia to Dallas, died on October 8. Two nurses who treated him became infected with the virus and are undergoing treatment, with the cases raising questions about the ability of local and federal officials to deal with an outbreak in the United States.

DALLAS — A Dallas nurse who treated the Liberian man before he died of the Ebola virus last week has tested positive for the disease, officials said Sunday.

Although the nurse was wearing protective gear, the director of the federal Centers for Disease Control and Prevention said Sunday that the latest report indicated a clear breach of safety protocol at Texas Health Presbyterian Hospital.

Earlier the hospital did not recognize the Liberian man, Thomas Eric Duncan, 42, as a potential Ebola patient when he first sought treatment there. Mr. Duncan, the first person diagnosed with Ebola in the United States, died last Wednesday.

The second Ebola case, which the C.D.C. confirmed with its own tests of the nurse’s blood, immediately broadened the scope of the response by Dallas officials, renewed fears of the spread of the disease in a city already on edge and raised questions about whether most hospitals in the United States are prepared to deal with the disease.

The nurse reported a low-grade fever Friday night, went to the hospital at some point after that and was immediately admitted and put in isolation, officials said. She had been in contact with only one person, who was with her when the fever developed and has been placed in isolation at the hospital, they said.

Dr. Thomas R. Frieden, the director of the C.D.C. , said during a news conference on Sunday that his agency was considering the idea that Ebola patients should be transferred to hospitals with special containment units and experience in treating the disease.

But he emphasized that all hospitals should be able to recognize potential Ebola cases, and diagnose and isolate patients, because travelers with possible exposures could turn up almost anywhere.

The nurse in Dallas had extensive contact with Mr. Duncan on multiple occasions after his second visit and admission to the hospital on Sept. 28, Dr. Frieden said. Mr. Duncan, who left Liberia on Sept. 19, first went to the emergency room on Sept. 25. He was released but returned days later after his condition worsened.

Dr. Daniel Varga, chief clinical officer of Texas Health Resources, which oversees Texas Health Presbyterian Hospital, said the nurse was wearing protective gear when she came into contact with Mr. Duncan, although Dr. Varga did not detail the type of contact.

“This individual was following full C.D.C. precautions,” Dr. Varga said, adding, “Gown, glove, mask and shield.” Asked how concerned he was that even after those precautions, the nurse tested positive, he replied, “We’re very concerned.”

Despite Dr. Varga’s reassurances about C.D.C. precautions having been followed, Dr. Frieden said that the latest report showed the safety protocol at the hospital had been breached. He said that the nurse had not identified a breach and that it was not known how she came to be infected.

“Unfortunately it is possible in the coming days that we will see additional cases of Ebola,” he said. Everyone who treated Mr. Duncan was now considered to be potentially exposed.

Health officials would now investigate who had been in contact with Mr. Duncan after he was admitted and while in isolation, Dr. Frieden said.

Dr. David L. Lakey, the commissioner of Texas Department of State Health Services, said all the workers who had taken care of Mr. Duncan would be monitored and have fever checks once a day for the disease’s 21-day incubation period. He said it was not clear yet how many workers would need monitoring.

The C.D.C. said that the agency would address the question of how hospital workers could protect themselves with new urgency, more training and strengthened recommendations.

“Every U.S. health care facility needs to have the capability to initially handle a case,” Abbigail Tumpey, a spokeswoman for the C.D.C., said. “Even if the patient is going to be transferred to another facility, they need to be able to handle the first moments of interacting with a patient.”

Ms. Tumpey said the C.D.C. would issue more specific instructions and explanations for how health care workers should properly put on and take off protective equipment. Among other things, the agency will urge nurses and doctors to enlist a co-worker or buddy to watch them handle protective clothing in a safe way.

Proper handling of the equipment is crucial, Dr. Frieden said, because if the gear is contaminated, workers can infect themselves by touching it with bare hands.

Two other areas being examined, he said, were kidney dialysis and respiratory intubation of Ebola patients. Both procedures are considered high risk and may spread contaminated material.

Centers for Disease Control and Prevention officials scrambled to meet a United Airlines flight from Brussels at Newark Airport on Saturday afternoon, after a passenger believed to be from Liberia exhibited signs of the deadly Ebola virus.

The queasy passenger — who a law enforcement source said had been vomiting — and his daughter, who appeared to be about 10 years old, were fitted with surgical masks and escorted from United Airlines Flight 998 by CDC personnel wearing white HazMat uniforms.

The father and daughter, whose names were not released, were rushed to quarantine at University Hospital in Newark, the law enforcement source said.

The father was outfitted from neck to toe in his own HazMat uniform, his face still masked, as he was wheeled into the hospital’s trauma center.

At least some of the remaining 261 people on board were then cleared to go through customs, the source said.

All told, the passengers of United Airlines flight 998 were held inside the jet at Terminal B’s Gate 53 for about two hours after the Boeing 777-200 twin engine jet landed just after 12 pm.

“Everyone off, no restrictions, pax plus 1 taken off by CDC in hazmats,” passenger Paul Chard, 50, of Florida, told The Post via Twitter just after 2 p.m., using “pax” to mean passenger.

“80 minutes to get CDC on plane, no chances taken,” he added.

It is unclear how many Liberians had been on the plane. Brussels airlines had a Friday night flight out of Monrovia, Liberia’s capital; that flight connected to United Airlines, according to online records.

“The crew reported (during the flight) that a person was vomiting, and that Liberians were aboard the plane,” a law enforcement source told The Post.

“The person throwing up is believed to be Liberian,” the source said.

The jet had just completed a seven-hour flight across the Atlantic, and as it sat at Gate 53, Terminal B, the two-hour wait seemed to be an eternity to family members at the airport.

“It’s a concern not only for me but for every one of us,” Liberian Jah Zauyan, 44, said as he waited for three friends, who are also Liberian, to deplane.

“We don’t want this virus to spread … You hope it’s nothing. We don’t know how long they will keep them or where they will bring them. This is scary for the sick one,” Zauyan added.

“Someone comes to a strange land and they have to grab them and take them somewhere.”

Better here than in Africa, noted Liberian native Joshua Brown, as he waited for friends at Gate 53. By 4 p.m., he was still waiting — and indication that passengers whose flights had originated in Liberia were being held longer.

“I’m not worried for them,” Brown told The Post of his friends. ‘Because they are coming from Africa, and America is a better place to be” if you have Ebola, he noted.
“All the people brought here are cured from Ebola, but there they die. America is a great country.”

According to the Columbus Public Health Department, the 46-year-old woman is currently in isolation in a local hospital with a potential case of the Ebola virus.

The woman had recently returned from a trip to a foreign country that is affected by the Ebola virus outbreak.

She is reportedly “doing well” in her recovery.
